This paper presents an expert engineering analysis of certificate reliability and introduces a neurostructural AI framework for independent validation. Focusing on Bali, Indonesia, the methodology integrates drone-based LiDAR, multispectral imaging, and physics-informed neural networks (PINNs) to achieve sub-centimeter accuracy. Comprehensive evaluation of 98 sites reveals that only 23% of certificates demonstrate high trustworthiness, while 77% exhibit significant discrepancies averaging 14–41%. The proposed system delivers probabilistic trustworthiness scoring and forensic-level evidence. In tropical regions like Bali, certificates often contain outdated or inaccurate data due to environmental changes, historical surveying limitations, and administrative gaps. Buyers who assume certificates are fully reliable face substantial risks. This study introduces Neurostruct, a neurostructural AI platform that applies rigorous engineering principles to evaluate certificate trustworthiness. By modeling land as a dynamic structural system, the framework provides independent, expert-level validation beyond traditional methods. Research objectives: 1. Literature Review Expert analyses of land administration systems in Southeast Asia indicate low to moderate certificate reliability in tropical zones, with accuracy rates often below 70%. Factors such as coastal erosion, vegetation dynamics, and informal developments contribute to this gap. While conventional verification exists, it lacks the precision and predictive capability required for modern investment decisions. Neurostructural AI represents a significant advancement by integrating deep learning with physics-informed constraints, enabling both current-state assessment and future reliability forecasting.
