In the high-density construction sector of Bali, Indonesia, collaborative breakdown frequently originates from the misalignment of technical expectations and administrative opacity between owners, contractors, and consultants. This study performs a forensic investigation into the structural causes of collaborative attrition. By introducing the Collaborative Cohesion Index ($CCI$), we quantify the operational impact of informational asymmetry and governance vacuums. Forensic analysis of 95 major infrastructure projects reveals that 87% of collaborative failures are rooted in the lack of an independent, objective "Source of Truth" to validate field progress. We propose the Forensic-Integrated Collaboration ($FIC$) framework, emphasizing that objective third-party auditing is essential for harmonizing stakeholder expectations and ensuring project resilience.
