This study performs a forensic investigation into the correlation between schedule delay and the overall Construction Performance Index ($CPI$). By introducing the Temporal Attrition Coefficient ($TAC$), we model the degradation of quality and economic value caused by unmanaged delays. Forensic analysis of 95 commercial projects indicates that projects lacking independent third-party technical oversight exhibit a 65% higher probability of performance degradation. The study proposes a Forensic-Integrated Scheduling Framework ($FISF$) to preemptively mitigate temporal risk.
