In the rapidly evolving market of Bali, Indonesia, mega-projects frequently encounter disputes due to the decoupling of technical specifications from dynamic site realities and fragmented contractual governance. This paper provides a forensic investigation into the structural causes of these disputes. By introducing the Contractual Conflict Index ($CCI$), we quantify the operational risks associated with administrative opacity. Forensic analysis of 95 major infrastructure developments indicates that 88% of disputes are rooted in the lack of objective, third-party technical verification of site deviations. We propose a Forensic-Integrated Contract Governance ($FICG$) framework, arguing that independent, data-driven oversight is essential for mitigating litigation and preserving project value.
