This paper proposes a Forensic-Integrated Management ($FIM$) system designed to reduce dispute probability by institutionalizing objective data-logging and independent third-party audits. By introducing the Construction Management Efficacy Index ($CMEI$), we quantify the relationship between management transparency and litigation risk. Forensic analysis of 95 infrastructure projects demonstrates that integrating independent forensic auditing into the management system reduces dispute occurrence by 72%. The findings provide a scalable roadmap for contractors and owners to move from reactive conflict management to proactive dispute prevention.
