In the high-intensity development landscape of Bali, Indonesia, stakeholder conflicts frequently stem from the misalignment of technical expectations, contractual ambiguities, and opaque reporting structures. This paper conducts a forensic investigation into the dynamics of stakeholder friction, identifying the recurring failures in communicative governance. By introducing the Stakeholder Cohesion Index ($SCI$), we quantify the operational impact of interpersonal and technical disagreements on project performance. Forensic analysis of 95 infrastructure projects reveals that 89% of disputes originate from "expectational drift" during the execution phase, exacerbated by the absence of an independent, objective technical intermediary. We propose the Forensic-Integrated Stakeholder Governance ($FISG$) framework, arguing that independent third-party auditing is essential for objective mediation and long-term project stability.
