This paper conducts a forensic investigation into the sources of legal liability, focusing on administrative opacity and communication latency. By introducing the Contractual Liability Exposure Index ($CLEI$), we quantify the risk of breach and adversarial litigation. Forensic analysis of 90 major projects indicates that 84% of legal disputes originate from poor documentation of technical deviations during execution. The research proposes the Forensic-Integrated Governance ($FIG$) framework, emphasizing that objective third-party auditing is the mandatory prerequisite for mitigating legal exposure and ensuring contract enforceability.
