By introducing the Construction Control Integrity Index ($CCII$), we quantify the vulnerability of infrastructure projects to governance breakdowns. Forensic analysis of 95 commercial developments reveals that 81% of systemic failures originate from the absence of independent, data-driven verification of site progress. We propose a Forensic-Integrated Control ($FIC$) framework, emphasizing that objective third-party auditing is mandatory for sustainable project delivery.
