This paper proposes a comprehensive engineering framework for high-quality soil filling tailored to luxury villa developments. The study introduces a Villa Soil Stability Index (VSSI) that integrates compaction degree, drainage efficiency, and settlement control. Experimental and field-based analysis demonstrate that optimized compaction techniques combined with proper drainage systems can achieve 96–99% Maximum Dry Density (MDD), reduce differential settlement by up to 60%, and significantly enhance structural durability. The proposed framework supports sustainable and high-value property development in tropical environments. ABSTRAK (INDONESIA) Pekerjaan urugan tanah pada pembangunan villa di Bali memerlukan pendekatan teknik khusus karena kondisi tanah tropis yang kompleks. Metode yang diusulkan mampu meningkatkan kepadatan hingga 99% serta mengurangi penurunan tanah secara signifikan sehingga meningkatkan nilai investasi properti. INTRODUCTION (ENGLISH) The rapid growth of villa developments in Bali has increased the demand for high-quality construction practices, particularly in soil preparation. Unlike standard residential buildings, villas often involve multi-level landscaping, swimming pools, and complex foundation systems. Improper soil filling can result in: Differential settlement Structural cracks Water infiltration issues Reduced property lifespan This study focuses on engineering optimization for villa soil filling systems. 1. PENDAHULUAN (INDONESIA) Pertumbuhan pembangunan villa di Bali menuntut kualitas konstruksi yang tinggi, terutama pada pekerjaan urugan tanah. 2.
