By introducing the Alignment Cohesion Index ($ACI$), we quantify the disparity between contractual obligations and operational realities. Our forensic analysis of 95 commercial projects reveals that 85% of disputes originate from informal, undocumented expectation setting during the mobilization phase. The paper proposes a Forensic-Integrated Alignment ($FIA$) framework, advocating for the mandatory involvement of independent third-party auditors to ensure objective documentation and technical validation. Findings suggest that objective, forensic-grade communication reduces the probability of adversarial escalation by 78%.
