In high-growth regions such as Bali, Indonesia, the intersection of aggressive scheduling, complex geotechnical conditions, and administrative governance deficits frequently creates high-risk exposure for stakeholders. This paper provides a forensic investigation into contract risk management, quantifying the causal link between poorly allocated contractual liability and subsequent project failure. By introducing the Contract Risk Exposure Index ($CREI$), this research models the vulnerability of projects to scope ambiguity and communication latency. Forensic analysis of 95 major infrastructure developments reveals that 82% of litigated disputes are rooted in the failure to integrate site-specific technical data into the contract baseline. We propose a Forensic-Integrated Contract Framework ($FICF$), emphasizing that objective, independent third-party technical auditing is essential to bridge the gap between legal drafting and field execution. The results demonstrate that proactive risk allocation reduces the probability of adversarial legal action by 68%.
