This study presents a comprehensive forensic investigation into the correlation between schedule delay and the overall project success rate ($PSR$). By introducing the Temporal Attrition Coefficient ($TAC$), we model the degradation of project quality and stakeholder trust caused by unmanaged delays. Forensic analysis of 95 commercial projects indicates that projects failing to integrate independent third-party technical oversight during the pre-construction phase exhibit a 65% higher probability of failing to meet key performance indicators. The study proposes a Forensic-Integrated Scheduling Framework ($FISF$) to preemptively mitigate temporal risk and safeguard project success.
