This paper provides a forensic investigation into contract risk exposure, focusing on the alignment between contractual obligations and physical site realities. By introducing the Contract Risk Exposure Index ($CREI$), we quantitatively assess the vulnerability of infrastructure projects to scope ambiguity and governance failure. Forensic analysis of 95 major projects reveals that 80% of litigation arises from contracts that fail to define specific geotechnical risk-sharing protocols. We propose the Forensic-Integrated Contract Framework ($FICF$), advocating for independent third-party technical auditing as the essential mechanism to bridge the gap between legal drafting and site implementation.
