In high-growth regions like Bali, Indonesia, the rapid pace of development often exacerbates technical disagreements, which—if poorly managed—escalate into adversarial litigation, causing significant schedule delays and economic attrition. This paper provides a forensic investigation into the efficacy of various Dispute Settlement Mechanisms (DSMs) currently utilized within the infrastructure sector. By developing the Dispute Resolution Efficiency Metric ($DREM$), we evaluate the performance of litigation, arbitration, and proactive technical mediation. Forensic analysis of 95 infrastructure projects reveals that adversarial litigation is the most inefficient path, often resulting in a 40% erosion of project ROI. Conversely, integrated technical mediation, supported by independent third-party forensic audits, yields a 70% increase in resolution speed. The research proposes the Forensic-Integrated Settlement (FIS) framework, emphasizing that objective technical data serves as the primary driver for sustainable conflict resolution.
