This paper conducts a forensic investigation into the correlation between owner governance models and total project risk exposure. By introducing the Owner Governance Efficiency Index ($OGEI$), we quantify the impact of proactive, data-driven decision-making versus reactive, ad-hoc management. Forensic data from 85 infrastructure projects reveal that 76% of catastrophic project risks stem from the owner’s failure to mandate independent forensic technical auditing during the pre-construction phase.
