By introducing the Performance Compliance Index ($PCI$), this research quantifies the causal linkage between contractor technical performance and legal dispute initiation. Our forensic findings indicate that 83% of performance-related litigations originate from "misalignment of expectations" regarding site-specific geotechnical requirements and finishing standards.
