By introducing the Resolution Efficiency Index ($REI$), this research quantifies the performance of various conflict mitigation techniques. Our findings, based on forensic analysis of 90 construction projects, demonstrate that proactive independent technical mediation reduces conflict-induced schedule delays by 72% compared to traditional adversarial approaches.
