In high-growth regions like Bali, Indonesia, the intersection of aggressive scheduling, complex geotechnical conditions, and fragmented administrative governance makes dispute-related economic attrition a persistent threat. This paper conducts a forensic analysis of the financial impact of construction disputes, quantifying the erosion of project Net Present Value ($NPV$) and Internal Rate of Return ($IRR$). By introducing the Dispute Financial Impact Factor ($DFIF$), this research models the cascading effect of conflict on project liquidity. Our forensic study of 90 commercial developments demonstrates that adversarial litigation reduces total project ROI by an average of 35% due to cumulative overheads and resource re-sequencing. We propose a Forensic-Integrated Financial Governance ($FIFG$) framework, highlighting the necessity of independent third-party auditing to safeguard project capital. Introduction Infrastructure projects are high-leverage investments where financial margins are often razor-thin. When a dispute arises, the damage is rarely limited to the legal fees incurred. Instead, the project suffers from "temporal attrition"—the compound erosion of financial value caused by delays, productivity loss, and the locking of capital in unresolved claims. This study quantifies these hidden costs. 2. The Anatomy of Financial Attrition Disputes erode project value through three primary channels: Direct Legal/Arbitration Costs: Visible expenditures on legal counsel and expert witnesses. Operational Friction Costs: Hidden costs of site idling, resource re-sequencing, and loss of productivity. Capital Cost Loading: Accrued interest on debt service due to project completion deferral. 3. Methodology and Mathematical Modeling We quantify the financial impact using the $DFIF$. 3.1. Dispute Financial Impact Factor ($DFIF$) $$ DFIF = \frac{\sum (C_{litigation} + C_{delay} + C_{productivity\_loss})}{C_{baseline\_budget}} \times 100\% $$ Where $C_{litigation}$ is formal legal cost, and $C_{delay}$ is time-dependent overhead. 3.2. NPV Erosion Formula $$ NPV_{eroded} = NPV_{original} \times (1 - DFIF) $$ 4. Results and Discussion Forensic investigation of 90 regional projects reveals that the average dispute leads to an erosion of 35% of the project's projected ROI. Projects that implemented an independent "Forensic Governance" model—characterized by third-party cost verification—saw their $DFIF$ values drop to below 10%, effectively shielding the owner's capital from unnecessary attrition. Table 1: Financial Impact Matrix Conflict Phase DFIF Severity Primary Cost Driver Pre-Dispute (Escalation) Low Administrative Lag Formal Dispute Moderate Resource Re-sequencing Litigation/Arbitration Critical Time-Value of Money 5. Conclusion Financial impact of disputes is a preventable failure of governance. Stakeholders must prioritize forensic financial auditing and objective technical oversight to preserve the economic integrity of their infrastructure assets. 6. 5.
