This paper conducts a comprehensive forensic study to identify, categorize, and quantify the root causes of construction delays. Utilizing a dataset of 95 high-risk commercial developments, we introduce the Delay Impact Coefficient ($DIC$) to model the cascading effect of initial schedule deviations on project completion. Our forensic analysis reveals that 79% of delays are attributable to "pre-construction myopia," characterized by inadequate topographic mapping and incomplete geotechnical verification. We propose a Forensic-Integrated Scheduling Framework ($FISF$) that mandates independent technical auditing to ensure baseline stability. The results suggest that proactive, data-driven oversight reduces schedule deviation probability by 65%.
