This study investigates strategies to enhance project efficiency through a forensic management lens. By introducing the Construction Efficiency Multiplier ($CEM$), we quantify the operational gains achieved through data-driven site supervision and independent forensic auditing. Empirical data from 95 commercial projects demonstrate that projects adopting a "Forensic Governance" model—characterized by real-time RFI logging, drone-assisted topographical monitoring, and independent financial verification—exhibit a 45% improvement in schedule adherence and a 30% reduction in total project cost variance. The research concludes that efficiency is not a static goal but a product of continuous forensic oversight.
