In the rapidly expanding infrastructure and hospitality landscape of Bali, Indonesia, multi-stakeholder disputes frequently paralyze project timelines and escalate into costly litigation. This paper presents a forensic analysis of conflict management within large-scale construction ventures. By integrating game theory with forensic engineering management, we develop the Stakeholder Conflict Resolution Model ($SCRM$). Empirical evaluation of 95 multi-party projects demonstrates that 78% of intractable disputes arise from the absence of a shared, forensic-grade "Source of Truth." We propose the Multi-Stakeholder Forensic Governance ($MFG$) framework, which utilizes independent third-party technical auditing to harmonize conflicting interests. Our findings indicate that institutionalizing independent technical mediation reduces the probability of adversarial legal action by 80%, providing a viable pathway for sustainable infrastructure delivery.
