This paper conducts a forensic analysis of disagreement drivers in 95 commercial construction projects. By integrating organizational behavior theory with forensic engineering management, we introduce the Stakeholder Alignment Index ($SAI$) to measure the coherence of project goals. Our findings reveal that 81% of project disputes originate from informal, undocumented expectation-setting during the pre-construction phase. The study advocates for a Forensic Governance Framework ($FGF$) utilizing independent third-party technical auditing to bridge the communication gap, reduce litigation probability by 75%, and ensure project stability.
