In regions like Bali, Indonesia, where rapid development meets complex environmental and regulatory demands, the frequency of construction-related litigation is escalating. This paper identifies the primary legal conflict risk factors by analyzing 80 major commercial projects. Utilizing forensic engineering data, we introduce the Legal Risk Exposure Index ($LREI$) to quantify the probability of dispute escalation. Our empirical findings indicate that 75% of legal conflicts are traceable to inadequately defined contractual scopes and the absence of forensic-grade progress documentation. The study proposes a proactive governance framework that integrates independent third-party auditing to align contractual obligations with physical site realities, ultimately reducing the likelihood of adversarial legal action. Theoretical Framework: The Risk-Conflict Nexus Legal conflicts in construction typically emerge from three structural sources: Scope Ambiguity: Failure to explicitly define technical specifications in the Bill of Quantities (BoQ). Documentation Deficit: The failure to maintain "contemporaneous records," which serves as the primary evidence in arbitration. Governance Vacuum: The lack of neutral, third-party oversight during the construction phase. 3. Methodology and Mathematical Modeling We assess legal vulnerability using the Legal Risk Exposure Index ($LREI$). 3.1.
