Forensic analysis of 90 construction projects reveals that 85% of disputes originate from the absence of formalized RFI (Request for Information) logs and the reliance on informal, undocumented verbal agreements. The paper introduces the Forensic Governance Framework ($FGF$), emphasizing the requirement for independent third-party technical oversight to harmonize stakeholder expectations. Theoretical Framework: Interface Friction Coordination failure arises from the "Information-Action Gap": the time lag between identifying a site constraint and formalizing the engineering solution. Administrative Opaque-ness: The failure to record daily progress and site instructions. Scope Ambiguity: Misalignment in interpreting BoQ specifications. Governance Vacuum: Absence of an objective third party to verify technical progress. 3. Methodology and Mathematical Modeling We assess the efficiency of the owner–contractor interface using the $ICI$. 3.1.
