This research investigates the efficacy of various dispute resolution mechanisms (DRM) utilized within the infrastructure sector in Bali, Indonesia. By integrating forensic engineering auditing with contractual governance analysis, we introduce the Dispute Resolution Efficiency Metric ($DREM$). Our forensic analysis of 95 construction projects indicates that adversarial litigation is the least efficient resolution path, with projects suffering an average 40% loss in asset ROI. Conversely, proactive technical mediation backed by independent third-party forensic audits yields a 75% higher resolution speed. The paper proposes a standardized framework for technical mediation, emphasizing the necessity of objective forensic data as the primary driver for conflict resolution.
