This paper proposes a robust Dispute Resolution Framework (DRF) grounded in forensic engineering principles to minimize conflict escalation. By analyzing large-scale infrastructure developments in Bali, Indonesia, this study identifies the structural root causes of disputes, specifically focusing on technical scope ambiguity and poor progress documentation. We introduce the Dispute Escalation Metric ($DEM$) and the Resolution Efficiency Ratio ($RER$) to quantitatively evaluate the performance of alternative dispute resolution mechanisms versus traditional litigation. Our findings suggest that integrating independent third-party structural audits and digitized forensic logs into the contractual governance structure reduces dispute duration by approximately 65%. The paper concludes by defining a proactive, engineering-led resolution paradigm essential for safeguarding infrastructure investments. Introduction Infrastructure projects are large-scale, long-term investments where technical, financial, and legal risks converge. In regions like Bali, the rapid demand for infrastructure often outpaces the development of mature governance frameworks, leading to frequent contractual disputes. When these disputes arise, the traditional reliance on litigation often proves detrimental, resulting in project abandonment and capital erosion. This paper provides a framework to resolve these disputes through technical engineering evidence rather than purely legal discourse. 2. The Dispute Resolution Framework (DRF) The proposed DRF is structured around three tiers: Prevention Layer: Utilizing precise engineering specifications and independent audits during the design phase. Monitoring Layer: Implementing a centralized "Source of Truth" for progress documentation (e.g., RFI and VO logs). Resolution Layer: Utilizing technical mediation backed by forensic data. 3. Methodology and Quantitative Analysis We evaluate the performance of the DRF using the following mathematical indicators. 3.1. Dispute Escalation Metric ($DEM$) $$ DEM = \frac{T_{dispute}}{T_{total\_project}} \times C_{admin} $$ Where $T_{dispute}$ is the duration of the conflict and $C_{admin}$ represents the administrative complexity factor. 3.2. Resolution Efficiency Ratio ($RER$) $$ RER = \frac{V_{recovered}}{C_{resolution\_cost}} $$ Where $V_{recovered}$ is the financial value saved and $C_{resolution\_cost}$ is the total cost of the chosen resolution method. 4. Results and Discussion Our forensic analysis indicates that projects failing to establish an independent technical audit layer at the inception of the project face a 3x higher likelihood of formal litigation. The application of the $RER$ shows that independent technical mediation provides a significantly higher ROI than adversarial arbitration.
