Empirical analysis of 65 high-risk developments indicates that 75% of failed project outcomes are rooted in poor interface governance rather than technical inability. We propose a structural framework for "Collaborative Governance," emphasizing the role of independent technical auditing as a neutral mediator to align divergent objectives. The findings confirm that projects utilizing third-party engineering verification reduce the probability of formal contractual disputes by 82%. Literature Review: The Agency Theory Perspective The relationship is defined by Agency Theory: the Owner (Principal) hires the Contractor (Agent) to deliver an asset. Information asymmetry regarding site conditions and work progress leads to "moral hazard." Disputes occur when these informational gaps are not transparently bridged by independent technical data. 3. Methodology and Mathematical Modeling We quantify the relational quality via the Stakeholder Synergy Index ($SSI$). 3.1.
