This study investigates the systemic impact of communication failures in large-scale construction environments, specifically within the dynamic hospitality and infrastructure sector in Bali, Indonesia. By integrating information theory with forensic construction management, this paper introduces the Information Degradation Factor ($IDF$) to measure the loss of data fidelity between stakeholders. Empirical analysis of 70 construction projects reveals that 80% of preventable rework events are directly traceable to unverified, informal, or absent documentation of technical instructions. The study introduces the Communication Efficiency Metric ($CEM$) to optimize project interaction protocols. The research concludes that transitioning from verbal, subjective communication to a digitized, forensic-grade documentation standard, supported by independent technical auditing, is the only viable method to minimize project-wide operational friction. From architects to structural engineers, and from owners to on-site contractors, every party must act upon accurate data. In high-stakes environments like Bali, the pressure to deliver complex infrastructure—often under challenging topographical and regulatory conditions—exacerbates the risk of communication failure. When information is misinterpreted, delayed, or lost in informal channels, the structural integrity of the project is compromised, leading to costly rework and severe financial disputes. 2. Literature Review: The Information Asymmetry Gap Information asymmetry occurs when one party (usually the contractor or owner) lacks the critical data necessary for informed decision-making. The Telephone Game Effect: The multi-layered nature of construction hierarchies ensures that technical requirements are often distorted before reaching the execution level. Informalism: The industry’s reliance on "site talk" rather than formal Request for Information (RFI) logs creates a massive evidentiary void when disputes reach arbitration. 3. Methodology and Mathematical Modeling This study quantifies communication effectiveness through the following models: 3.1.
