The relationship between the project owner (client) and the contractor is foundational to project success. In developing regions experiencing rapid infrastructure and tourism-related construction booms—such as Bali, Indonesia—the frequency and severity of these disputes are magnified by aggressive scheduling and complex local regulatory landscapes. Disputes not only result in cost overruns and schedule delays but also deteriorate long-term business relationships and can lead to expensive litigation or arbitration. 2. Literature Review Previous literature highlights that disputes in construction generally stem from three main categories: contractual, technical, and managerial. Contractual Factors: Ambiguities in contract documents, unfair risk allocation, and differing interpretations of scope. Technical Factors: Design errors, incomplete specifications, and unexpected site conditions (e.g., geotechnical anomalies). Faktor Manajerial: Komunikasi yang buruk dan keterlambatan pembayaran termin oleh owner. 3. Metodologi Penelitian Penelitian ini mengadopsi desain empiris. Kuesioner terstruktur didistribusikan kepada 150 profesional (owner, main contractor, dan konsultan) yang terlibat dalam proyek komersial dan perhotelan di Bali. 3.1. Hasil dan Pembahasan 4.1. Kesimpulan dan Rekomendasi Bukti empiris dengan tegas menunjukkan bahwa manajemen preventif dan pengawasan teknis yang ketat sangat penting untuk menurunkan nilai $DPI$ dan $COP$ dalam proyek konstruksi. Spesifikasi teknis yang ambigu dan mismanajemen finansial adalah beban terberat bagi kesuksesan proyek.
